[PASSiVE]You will sometimes laugh uncontrollably while in combat, briefly gaining 10% movement speed.
Hysteria
The Cacklers were brought back from death by their Necromantic leader, the Scavenger Queen. As conflict grows within the Mokori Desert, so too does a scarcity for food and resources. To suppress their hunger, the Cacklers are known to inhale large quantities of laughing cactus - which is responsible for their maniacal laughter. This undying army is one of the most resilient forces within Vaetiria.
